A total of 53 people were wounded in the shootings.
Mateer was later killed by law enforcement.
He was born in New York and grew up in Port St. Lucie, Florida.
It is not clear if he had any ties to the United States.
Police believe he was motivated by an Islamic ideology, which could be a motive for his rampage.
Police released a video of Mateen on Monday, hours after the massacre began.
The video was released to the public as part of a larger investigation into the shooting, which began when authorities say they received a 911 call from a man saying he was in a shooting and that he was armed.
Mateel, who was killed during the shooting rampage, told the 911 operator that he did not know who the person was or if he was the shooter, police said.
He then reportedly asked the dispatcher, “Who are you?” and the dispatcher responded, “My name is [redacted] and I am in the area of Pulse.”
Mateen also reportedly said that he and two others had been “fighting the system for a long time.”
Police said that the shooter was armed with a .223-caliber rifle and a handgun, and that one of the wounded victims was a US soldier.
At least seven people were shot and one police officer was wounded.
Orlando Police Chief John Mina said that police were still investigating the shooter and were looking for him.
Mina also said that Mateen did not appear to have any connection to any known terrorist group, adding that Matee had not expressed any desire to harm the community.
He said Matee appeared to be in the process of transferring from a military installation to a civilian one.
Officials say the shooter may have been motivated by ISIS propaganda.
Officials said Mateen is the father-in-law of a U.S. soldier killed on Saturday in Afghanistan who had served in the United Kingdom.
The attack occurred in Afghanistan, where the U.K. has a significant presence in the war-torn country.
Matee has no known ties to Islamic State, a group which has been accused of carrying out a string of attacks around the world.
Police say that the gunman may have had a history of domestic violence and that they are working with his family to try and understand what he was thinking when he entered Pulse nightclub, according the Associated Press.
